Zoe doesn't like herself very much. She's shy, awkward in conversation, and struggles to get words out when talking to people, especially ones she doesn't know. When anyone goes aggro at her, she shuts down, standing still and not saying anything. She's bad at standing up for herself, because she doesn't really see herself as worth standing up for. The reasons for this come down to expectations - not hers, but the expectations of others.
Much of Zoe's view of herself and her place in the world is related to her older sister. Ariana Belcher is in college following a successful career as a Magical Girl, and Zoe idolizes her. Ariana is everything she wanted to be growing up - beautiful, strong, beloved, successful. Zoe views herself entirely in comparison to the ideal of her sister, and can't help but find herself lacking. From her height to her looks to her courage, Zoe sees every aspect of her as an inferior version of Ariana. Aside from Ariana, she feels the pressure of society's new expectations of her as a Magical Girl. Before she got the Dream, all of her goals felt like they were faraway fantasies, and while being chosen gave her the freedom to pursue her happiness, it also came with new pressure. A Magical Girl fights and saves people as a matter of course - it isn't something commendable, just what's expected. As a result, when her fear stops her from fighting monsters, she sees herself as a coward.
Despite all this, there is a core of strength within Zoe, and it's rooted in compassion. What ultimately gives her the courage to fight is the incident in which Undine and Heartful Punch save her family's lives - experiencing the relief of being close to someone rescued, and wanting to be for someone else what Undine was to her and her family. The first time she fights, it's because Rue - a total stranger - was in mortal peril, and she wanted to save her. She still downplayed it as being nothing remarkable, just what she's supposed to have been doing all this time. When Rue pointed out that saving even one person, as she just did, was more than most people can say, she first began to think that fighting as a Magical Girl was something she could do.
Over the course of the story, Zoe's confidence has gradually grown stronger, thanks to her bonds with others. Talking to Undine helped both of them realize the things they were unreasonably expecting of themselves. Even approaching the super-popular Heartful Punch to thank her was an act of courage for someone as timid as Zoe, and HP and Undine's courage gave her a reason to fight. Rue became a friend for her to fight alongside, and having a friend made it easier for her to keep fighting. The world is a scary place, but when you aren't facing it alone, it's not insurmountable.

Envy: Specifically of her sister Ariana. Someone who has everything she wishes she had, living in her shadow. A lot of Zoe's sense of self-worth is tied up in becoming her sister.
Sloth: Despite having The Dream, Zoe refuses to fight. She's too afraid to risk her well-being in order to protect her city.
Greed: Despite being afraid to fight, Zoe continues to attend Future's Promise for the better education. There's no rule saying you can't do that, but it's still expected that you're getting the perks of the school in exchange for your services.

Small Fish: Being bullied by girls at school for not fighting. Being harassed by fans of her sister. Generally being bothered by lots of people for lots of reasons. Life at Future's Promise isn't always easy.
Undine Wells: The last member of Team Alchemical. After Undine saved her from bullies, the two became friends. Undine struck Zoe as some kind of incredible saint.
Family: Her uncle's family was attacked by monsters. Undine and Heartful Punch saved them from it, along with Team Outrageous. Through her gratitude to her family's saviors, and her desire to be that person for someone else, she gained the courage to fight.
Teeth Worm: Zoe's first fight as a Magical Girl. She saved Rue from a monster that otherwise would have killed her. It was when she learned how her combat powers actually work.
Team Up: Zoe and Rue would later team up and patrol together. Not as a team, since Rue's off the grid, but as friends.
